What’s TEMS?

TEMS (Trusted European Media Data Space) is a European initiative that aims to create a shared data infrastructure for the media and audiovisual sectors in Europe.

It provides a trusted framework allowing media organisations to exchange, access and reuse data in a secure and controlled way. TEMS is designed to ensure that data owners keep full sovereignty over their data, while enabling interoperability between different actors, systems and services.

Aligned with the European Data Strategy, TEMS combines governance rules, technical building blocks and common standards to support collaboration, innovation and data-driven services across the European media ecosystem.

Challenges

Media and audiovisual organisations operate in increasingly complex and fragmented data environments, where audience data, content metadata, production information and rights management data are dispersed across multiple systems and actors. This lack of interoperability slows down collaboration across the value chain and makes it difficult to scale data-driven services. At the same time, many European media players, particularly SMEs, face limited access to shared infrastructures and advanced data capabilities, reinforcing a growing dependency on dominant non-European digital platforms. These structural issues are further amplified by complex and evolving regulatory requirements, as organisations must comply with GDPR, the Digital Services Act and emerging AI regulations while continuing to innovate and collaborate across borders. Finally, managing intellectual property rights, ensuring content traceability and maintaining trust between partners have become critical challenges, especially in the context of increased use of AI technologies and automated content processing.

Solutions

TEMS proposes a federated European Media Data Space designed to enable secure, interoperable and trusted data exchange across the media and audiovisual ecosystem.

Rather than centralising data, TEMS provides a shared framework combining common governance rules, interoperability standards and technical building blocks. This framework allows media organisations to connect their existing systems, exchange data under clearly defined usage conditions and retain full control over their data.

The solution relies on a modular architecture aligned with European data space standards, including the DSSC Blueprint, IDSA reference architecture and Gaia-X principles. By structuring data exchange through federation services and value-creation services, TEMS simplifies collaboration, supports data-driven innovation and enables scalable cooperation across borders and across the audiovisual value chain.

The role of Startin’blox

Startin’Blox contributes to the TEMS project by supporting the design and structuring of the European Media Data Space in line with the European Data Strategy.

Building on its expertise in Data Spaces, governance frameworks and interoperability standards, Startin’Blox supports the definition of the data space architecture, governance principles and shared building blocks required to enable trusted data exchange.

As part of this contribution, Startin’Blox brings its experience with tools such as the Data Space Browser, which helps make data spaces more tangible by enabling the exploration, understanding and navigation of data space components, participants and services. This approach supports alignment between technical architecture, governance rules and real-world usage within the TEMS ecosystem.

Through this role, Startin’Blox helps establish the foundations for a sustainable, trusted and interoperable European Media Data Space.
